I should like to speak as one of those unfortunate people who is interested in the making of these very billets. There is, I think, a great deal of talk about nothing. Out of all the iron and steel makers in England and Scotland I have not received a single letter from one who wishes to have a tariff put on steel billets—not a single one. Why, then, all this talk! This is not being done....
I do not believe anyone in the iron and steel industry will ask for a tariff.
