I am afraid that the suggestion put forward by the hon. and learned Member for the English Universities (Sir A. Hopkinson) is not a practical one. If the Clause stood without the words referring to the modification of the provisions of this Bill, it would not be open to the right hon. Gentleman to modify the provisions of the Bill by any Order he might make, because he would be doing...
