It is not very often that I trouble the House with speeches, and I think I have the right to complete my speech on this occasion. I was very pleased indeed when I heard the Home Secretary say today that he was deciding to give local representation on the Central Board. Who knows better than the local people the requirements of the general public? I should like to see the Advisory Committee...
