55. asked the Postmaster-General if, in view of the considerable saving in labour at the post offices by the use of franking machines by large commercial houses, he is prepared to grant a rebate of say 3 per cent. to the users on the postage used, as is done in Canada, Poland, and other places, to encourage the further use of this machine?
I think it will he agreed that this is a problem which interests hon. Members on this side as well as hon. Members on the other side of the House. Some time ago the hon. 24. asked the Minister of Health if, seeing that on the passing of the Local Government Bill the duties of poor law authorities are transferred to another body, he will consider the advisability of taking some action to avoid a guardians' election this year?
In view of the fact that one-third of the guardians retire on the 1st of April this year, will the right hon. Gentleman take steps to continue the work of the board of guardians for one year until the new Act operates? Otherwise, there will be difficulty.

I listened carefully to the speech of the Minister, and in some measure certain doubts were removed, but I would like to ask him to answer the point he put as to what is going to encourage a further development in these services.
