  • Ballot for Notices of Motion: Ministers and Public Servants (Official Conduct) 3 Feb 1949

Mr. Speaker, Sir, I thank you for affording me this opportunity of making the personal statement which I feel I owe to the House, to the country and to myself. I must begin by apologising for the part which any injudicious actions of mine, or indeed any indiscretions, have played in bringing about an Inquiry which focused upon His Majesty's Government, upon a great Government Department in...
  • Temporary Shops, Plymouth 16 Sep 1948

I admire the local patriotism of my hon. Friend the Member for the Drake Division (Mr. Medland). I applaud his efforts to achieve something for his city. I do not know that I agree that it is the greatest city in the country. I am a citizen of no mean city myself, a city which also suffered somewhat from the attentions of the enemy during the war. I am sure that the House will realise that I...
  • Temporary Shops, Plymouth 16 Sep 1948

Not from devastated cities, but there are other matters to be taken into consideration. It may not be just a question of building a shop in a devastated city, but an extension to a factory which will make goods to sell overseas to provide food and raw materials without which we cannot exist, and we have a number of cases of that kind. I was rather sorry to hear the Member for the Sutton...
  • Temporary Shops, Plymouth 16 Sep 1948

I am afraid we do not possess so much power as that. The fact that the Board of Trade says "Yes" does not mean that every other Government Department falls into step, but it does go a long way towards it. Sponsorship by the Board of Trade will assist to a very great extent, but we have to consider other matters. Plymouth has a very great rehousing problem at the present time, and may I here...
  • Orders of the Day — DEVELOPMENT OF INVENTIONS BILL [Lords]: Clause 4. — (Powers of Board of Trade as to exercise of functions of Corporation.) 16 Jul 1948

I beg to move, in page 3, line 13, at the end, to insert: Provided that the approval of the Board shall not be requisite— (i) by virtue of paragraph (a) of this subsection, for anything done only by way of experiment or trial, or(ii) by virtue of paragraph (b) of this subsection, for the giving of assistance to a person in any year where the amount of that assistance together with any other...
  • Orders of the Day — DEVELOPMENT OF INVENTIONS BILL [Lords]: Clause 4. — (Powers of Board of Trade as to exercise of functions of Corporation.) 16 Jul 1948

I do not think there is any doubt at all about that.
  • Orders of the Day — DEVELOPMENT OF INVENTIONS BILL [Lords]: Clause 7. — (Power of Board of Trade to make advances to Corporation.) 16 Jul 1948

I beg to move, in page 4, line 11, to leave out "preliminary," and to insert "initial." I feel that I owe an apology to the right hon. Gentleman the Member for Aldershot, because, on the Committee stage, I accepted his Amendment to leave out "initial" and insert "preliminary," and I am now asking the House to leave out "preliminary" and insert "initial." Since I accepted the Amendment which...
  • Orders of the Day — DEVELOPMENT OF INVENTIONS BILL [Lords]: Clause 10. — (Accounts and audit.) 16 Jul 1948

I beg to move, in page 5, line 28, to leave out "Limited." Since the introduction of the Bill, the Association of Certified and Corporate Accountants has received permission from the Board of Trade, under Section 18 of the Companies Act, to omit the word "Limited" from its title. The Amendment, therefore, puts the title of the Association into its proper form.
