My hon. Friend may be right about that, but that particular point is no essential part of my case. The only part which is essential to my case—I do not think my hon. Friend will dispute this—is that the United States and the Soviet Union are capable, or within a matter of a few months or years will be capable, of dealing mortal blows at each other.
