  • Oral Answers to Questions — Transport: Spending Allocations (North-West) 21 Dec 2004

Can the Secretary of State explain why, with worsening road traffic congestion in Greater Manchester, he has cancelled the procurement of Metrolink phase 3 from Manchester to Ashton-under-Lyne, Oldham, Rochdale and Manchester airport, so delaying investment in new light rail lines by at least two years, failed to find funding for the implementation of the south-east Manchester multi-modal...
  • Orders of the Day — Identity Cards Bill 20 Dec 2004

The Government argue that identity cards and the national register will protect us from terrorists, stop benefit fraud and prevent illegal immigration—their effect will be to provide an answer to all our problems. The Conservatives appear to agree. "Appear" is the operative word: why else would so many of them, we understand, have been told to take the day off rather than reveal the extent...
  • Orders of the Day — Identity Cards Bill 20 Dec 2004

I understand that no guarantees are given for that. Indeed, the cost could be a lot more. The dangers to civil liberties and traditional freedoms are well known and have been well rehearsed today, and they are greater when we have no confidence that what is being proposed will produce a reliable system. The balance between the civil liberties of the individual and the benefits to the state...

  • Orders of the Day — Mental Capacity Bill: New Clause 3 — Non-therapeutic procedures 14 Dec 2004

Will the right hon. Gentleman give way?

  • Orders of the Day — Mental Capacity Bill: New Clause 3 — Non-therapeutic procedures 14 Dec 2004

It is on a completely different point, Madam Deputy Speaker. I am considerably worried about the scope that the new clause could give. Although I fully understand that the right hon. Member for Rother Valley (Mr. Barron) is talking about relatively trivial procedures, such as taking a blood sample for HIV or DNA testing, does he agree that authorising any medical or surgical procedure on a...
  • Health and Education 30 Nov 2004

Perhaps I can help the Secretary of State. What we are looking for is some practical measures that would lead to a reduction in MRSA, apart from the obvious measures on hand cleanliness and so on. What steps are he and his Department taking on bed occupancy rates, which the medical profession believes have an impact on MRSA, and on the availability of single rooms, which enable isolation?
