Sir Timothy Earle Barrow, GCMG LVO MBE, having been created Baron Barrow, of Penrith in the County of Cumbria, was introduced and took the oath, supported by Earl Kinnoull and Baroness Manningham-Buller, and signed an undertaking to abide by the Code of Conduct.
