3: Clause 1, page 1, line 7, leave out “political or moral disapproval of”Member's explanatory statementThis amendment, along with two other amendments in my name, seeks to focus the prohibition in Section 1 on territorial considerations in connection with foreign state conduct, rather than political or moral approval of foreign state conduct, as this is a more proportionate way of achieving the policy objective.
I too shall not move my amendment, but I reiterate the point that it would be quite helpful if the Government gave some thought to that language that makes so many of us across the political spectrum, and levels of support for the Bill, uncomfortable. Do we really need political or moral disapproval of foreign state conduct as a central concept in Clause 1? I would be grateful if further thought could be given to that question.
