My Lords, I commend the United States Government for what they have done. They had been waiting to take the sanctions further from what had been the agreed line, which was one of targeting individuals who were part of the regime directly and now extends to a group of companies which are viewed, in part, as financing and sustaining the regime. The United States can act on its own; we need to act within Europe. Discussions are well under way, and although it is not appropriate to discuss individual companies in this House, I hope to bring to good news to the noble Lord before long.
