My Lords, only 16 people a week use the smallest 800 post offices, which costs you £17 each. It would cheaper to send their mail by taxi.

That is a nonsense statistic. Is it 16 people per post office? Doutable, amounts will vary by area. 16 people in 800 post offices? Definately not. So what is that statistic actually saying? Also, 16 people per week is 832 per year. What are they meant to do if the post offices disappear?
