My Lords, I thank the Minister for his explanation. With regard to the last point, I think that there is a difference between judicial reviews raised by private bodies and bodies among the public and those that might be raised by a non-departmental public body taking on its own Secretary of State. I do not think that that has happened very often, if ever.

I do not disagree at all with the Minister that those matters need to be covered. My point is quite different: they can be covered in the Bill and by guidance, letters and dialogue. It is the constitutional issue relating to directions about which I am concerned. However, I have heard the Minister's explanation, and I beg leave to withdraw the amendment.
