My Lords, I am grateful to my noble friend for giving way. I am sorry to spring this question on him so suddenly, and I will fully understand if he prefers to answer it at a subsequent stage. Clause 22, which provides the power to make the regulations, states:

"Emergency regulations may make any provision which the person making the regulations thinks is for the purpose of" various activities, which are then set out. Surely the person making the regulations must know for what purpose he is making them. If my noble friend cannot answer that now, I will be perfectly happy to have my puzzlement resolved later.
