Does the Minister accept that, while he is now asking the companies to provide a cash-out facility, they offered Government a process that would allow cash-out in June and July of this year? The Government emphatically said, “No. That is not occurring in GB, and it is not to occur in Northern Ireland”. All the companies were ready to distribute and disburse this money in November, alongside the Government’s plan for doing so, and it is only in the last week that he has asked for a new scheme to allow cash-out, which is moving the goalposts. When he talks about an aspiration for January, will he confirm that
A proposal for new legislation that is debated by Parliament.
Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
