In answer to an earlier question about Sri Lanka, the Under-Secretary, Vicky Ford, said that she would continue to lobby the Sri Lankan Government, but that Government, and their military, are populated in part by people who are credibly accused of war crimes in a civil war that ended more than 10 years ago. The Americans thought that there was enough evidence to impose economic sanctions on some of those individuals. Is lobbying really the best that she can do?
