Just to pick up on new clause 4 and on the comments of my hon. Friend Meg Hillier, while this from the Government is viewed as continuing into the future, the importance of the new clause is taking stock of the situation and realising how well that has worked. From comments across the Chamber, I am sure that the Minister understands there is concern about or fear of mayhem, because this is being rushed through. Local authorities such as Warwick District Council and Warwickshire County Council, have few resources, are under huge financial pressure and have little capacity to be able to enforce such changes. I welcome what the Government are trying to do, but I have real concerns about the ability to enforce.
