As my right hon. Friend Emily Thornberry said earlier, the original consultation on membership of this partnership took place over a three-month period in autumn 2018, when most of industry and this country was preoccupied with the Brexit negotiations. Would it not be sensible now to have a second consultation so that stakeholders can have a proper chance to assess and comment on the implications for them?
