The measures we are taking to be able to hold people in quarantine build on those in the Public Health (Control of Disease) Act 1984, which we have been using hitherto. In that element, the Bill is not unprecedented. The Bill makes these powers UK-wide and strengthens the basis on which they can be exercised, but the powers are not unprecedented. Nevertheless, the point he makes about the House’s ability to scrutinise these measures and to ensure that we are, as a House, content with their continuation is important.
