I am sure the Secretary of State is aware that one reason why the number of completions quite often does not meet the number of consents is that there is a problem in getting utilities to sites. He is absolutely right to point out that much has changed since 1947, including the way we build houses and the developments in modular building. Will his planning review specifically look at those two issues? That would allow us to meet the desire of John Healey to align completions and consents.
