The Prime Minister has claimed to the House today that the agreement does not rule out the interpretation that he has given to the House, but paragraph 8 of article 13 states quite clearly that any

“subsequent agreement between the Union and the United Kingdom shall indicate the parts of this Protocol which it supersedes” and that the EU will have a say in that. How then can he claim to the House that we have total freedom of decision making?
