Nothing that was communicated to us touched on the point that my right hon. Friend made. There was not a particularly clear reason other than, as a matter of practice, the US made clear that it would not waive immunity in a case like this. I appreciate that, from the point of view of the family and, indeed, the Foreign Office, that is unsatisfactory.
