It is absolutely clear that this has to be a global effort. The UK, as my hon. Friend rightly points out, is responsible for a small proportion of global emissions, and those emissions continue to rise. It is incumbent on all of us to follow the instruction of the Paris climate change agreements and for the United Kingdom to provide encouragement and do everything we can to lead the way.
