Order. I do not wish to be unkind to the hon. Gentleman, because I recognise that he feels that he has a serious point, but it is not a matter for the Chair. Sir Alan Duncan has, if I may say so, made a speech whose meaning is perfectly clear. If the hon. Gentleman wants to disagree with him, he can do so elsewhere, but it is not a matter that requires my adjudication. I was absolutely clear what the right hon. Gentleman was saying and I do not think that the House feels misled, if I may very politely say so.
