The hon. Member for York Central is smiling as she looks across the Chamber—[Interruption.] She says that it is unbelievable, but it is anything but unbelievable—it is entirely true and entirely credible. My hon. Friend the Member for Lichfield backed me up on this. What is the point in having a first-class, independent review of the kind that is being advocated and saying that it will come into effect only after this has been made into the law of the land? [Interruption.] I see the Opposition Front Bencher, Andy McDonald, chuntering, but perhaps he would like to come to the Dispatch Box and explain the nonsense that lies behind that reasoning.
