I just want to emphasise the question asked by my hon. Friend Sir William Cash. I understand the logic of what the hon. Lady says about peer review and so on, but supposing that says that the project must be done in a completely different way, for example using the original Arup route to which I referred earlier. That will not be possible if the Bill has become an Act. Surely she should oppose the Bill, have a peer review and then decide whether to support the legislation.
