I hear what the hon. Gentleman says. What we are discussing as, in fairness, Emily Thornberry acknowledged, are historic allegations, particularly concerning the period from 2001 to 2010, and the immediate aftermath of the appalling 9/11 terrorist attacks on the United States. The statutory and administrative basis on which our affairs are now organised give us much greater assurance in the House that decisions are made appropriately and that our agencies adhere to the highest possible standards of conduct.
