I am afraid I am. I urge the House also to consider the case of lost dogs, which are now returned to councils rather than to the police. The criminal justice legislation that would have changed sentencing in the way Anna Turley just mentioned was never brought forward by that Labour Government, so I am afraid the buck stopped very much with the Labour Government of the time. Indeed, the Minister concerned subsequently served at Her Majesty’s pleasure himself.
