Before the hon. Gentleman launches into multilateral aid, may I take him back to the point raised by my hon. Friends the Members for Bristol West (Thangam Debbonaire) and for Cardiff South and Penarth (Stephen Doughty)? In my experience, since 2010 it is the Treasury that has been the principal driver of other Departments increasingly being allowed to count some of their spending as international development spend. To what extent has Mr Robertson already had conversations with Treasury Ministers about the comprehensive spending review they are preparing for the next Conservative Prime Minister? I suspect the Treasury has already done work to try to identify ways to get that 25% figure even higher.
