Council tax arrears are a growing problem. In 2018, an estimated 2.2 million households were in arrears, and in 2016-17, people paid an estimated £129 million in bailiff fees and court costs on top of the arrears. As part of the review into council tax collection, will the Minister commit to reviewing the Council Tax (Administration and Enforcement) Regulations 1992, to encourage councils to stop using liability orders and bailiffs?
