We were told last time that the European Union (Withdrawal) (No. 5) Act 2019 had to be passed in a day in an unprecedented manner to stop no deal. Yet, Lord Pannick, when debating the measure, said that

The ultimate irony is that, first, we had a situation whereby emergency legislation passed in haste had the opposite effect to what was intended, and secondly, we were told that, to stop something unconstitutional, we needed to embrace parliamentary procedure that the constitutional experts said was unconstitutional.
