I have listened carefully to what the Secretary of State has said, and I am getting a bit sick and tired of the weasel words that he is using. It was quite clear to the 9,000 over-75s in Hull who are to lose their free TV licences that it was a manifesto promise made by the Conservatives in 2017 that they would not lose those licences. As Martin Vickers has just said, surely a manifesto promise is the responsibility of the Government, and the Government should ensure that it is implemented.
