I am grateful to my hon. Friend for breaking his extremely good speech. The people trying to deliver these services are, whoever they work for, incredibly dedicated and want to do an extremely good job, which many of them are capable of doing, but the problem is the fragmentation of the service, about which I warned the former Secretary of State, as did my right hon. Friend David Hanson and my hon. Friend Kate Green. The former Secretary of State’s words were: “I don’t need any evidence, I don’t need to pilot it; I have inner belief that this will work,” but he was wrong.
