Is it the Government’s intention to bring forward a withdrawal agreement implementation Bill and to prorogue Parliament if they lose on Second Reading? Would it not, in fact, be far safer for the Government simply to link the Prime Minister’s deal to a people’s vote and to bring that forward to Parliament?
