I am really disappointed that the Secretary of State, who was in his place on the Front Bench earlier, was not able to take the Urgent Question, because franchising is one of the key planks of the Government’s railway policy. It seems to me that, as my hon. Friend Melanie Onn said, it is failing passengers. Now an award to 2027 has been made, at the same time as the Williams review. How can that possibly make sense?
