We have to finish in an hour and 20 minutes. Fifteen people have indicated to me that they want to speak. At present, that gives each Backbencher three minutes. If people who do not intend to stay for the whole debate and do not intend to speak make interventions of more than one minute, there will be people at the end of the list who will not get to speak at all. It is not up to me; it is up to the House as a whole to decide how we will conduct this debate.
