I would not dream of pronouncing on the matter of law—that is not something with which I need preoccupy myself—or on the matter of the desirability or otherwise of the motion, which is a matter for the House. My concern was solely with the propriety of the convention and the importance of its being upheld and asserted. I am satisfied that the propriety of the convention has been upheld and asserted. Colleagues must make their own judgment on the political substance of the matter.
