I would be grateful for your guidance on the whole question of Standing Order No. 14, given that we operate a system of parliamentary Government, not government by Parliament. That is for a good reason: in a nutshell, Government business takes precedence under Standing Order No. 14 because it is the wish of the majority of Members of Parliament, who form the Government, and therefore the wishes of the electorate are at stake. Would you be kind enough to answer my question, Mr Speaker, since I regard this to be a matter of fundamental constitutional importance?
