The Minister says the House is in a state of indecision; it is not. The House has repeatedly decided: it decided on 15 January, on 12 March and on 13 March. In fact, it has decided repeatedly, every single week for the past few weeks, to say no to the Prime Minister. The House also wants to get on and make decisions. My right hon. Friend Hilary Benn talked about the cross-party amendment; if the House votes for that amendment and gets the opportunity to move things on, will the Government honour the will of the House—yes or no?
