All parliamentarians should be horrified that any human being would spend the night sleeping on a pavement. In that regard, will my right hon. Friend take the opportunity, following the visit from the relevant Minister, the Under-Secretary of State for Housing, Communities and Local Government, my hon. Friend Mrs Wheeler, to acknowledge that Southend-on-Sea Borough Council together with its associated bodies has reduced rough sleeping by 85%, and that that is another reason why Southend should become a city? And will the Government do all they can to address issues of alcohol abuse and mental health?
