Like my right hon. Friend, I strongly support these proposals. To support the immediate point he is making, two years ago today is the day that I went into hospital, and as some Members know, I was in a coma for 11 days, during which time I missed the Second Reading of the European Union (Notification of Withdrawal) Bill, which attracted the kind of criticism that Emma Reynolds referred to. Although it is difficult to know quite how I could have appointed a proxy in those circumstances, does my right hon. Friend agree that we must ensure that, when people are ruled out of participating in parliamentary affairs, they can still represent their constituents?
