I am afraid the hon. Lady is simply incorrect. The judge dismissed challenges about our approach to air quality. I wrote to councils last November asking them about how we can help to improve air quality in those 45 local authorities, and the judge said that urging and encouraging was not sufficient, but that we should issue legally binding directions. That was reflected in what the Prime Minister said to the House yesterday, and that is what we will do. I encourage the hon. Lady to work with the Mayor of London, who has already had a substantial amount of funding, which he is using to start deploying cleaner buses and other aspects of modal shift in London. Frankly, he needs to accelerate his programme, and I encourage her to work with him in doing that and building on the plans of my right hon. Friend Boris Johnson.
