I will not. I apologise, but other Members have to speak.

The cabinet system per se is not wrong, but it can go wrong, and it has gone terribly wrong in this situation because the information just was not there. The vast majority of officers at the county council are superb, as are the vast majority of members, but the fact that the information was not there meant that the scrutiny did not occur. Had there been a committee system, there is no way that the council could have got into this mess.

We are in a situation now where drastic measures have to be taken. I do not see any solution except Lords Commissioners. There will have to be a restructuring of local government in Northamptonshire. I hope that that can be done as quickly as possible, but whatever future local government system we have in Northamptonshire, it must have a committee system, not a cabinet system.
