Will my right hon. Friend clarify something? If we adopt the idea of a delivery authority—I take the point my hon. Friend Mr Jenkin made about it being, in many ways, a no-brainer—will it not mean that in 18 months we get a simple “take it or leave it” decision? We will either accept what the delivery authority says or reject it completely. Would it not be better if the delivery authority did the proper costings he rightly said were needed so that we could then make an informed choice?
