I will come to that. That is going to happen anyway—by legislative consent motion.

Clause 11 preserves the current devolution settlement. Holyrood will not be stopped from doing anything that it can do now, and nor will it automatically become able to do anything that our current EU membership stops it from doing. This is simple and easy to understand, and it provides a solid basis for the talks currently taking place over which EU powers will be devolved.
