The opening speeches—although they were, of course, of undiluted magnificence—have taken a little longer than I might reasonably have expected, and therefore it might become necessary before long to impose a formal time limit. There are, I ask the House to accept, good reasons why I do not wish to impose a formal time limit at this point, but I would ask for a degree of self-restraint and for Members to consider the merit of a speech not exceeding 10 minutes. I feel sure that that exacting test can be met with ease by someone of the consummate intellectual brilliance of Mr Grieve.
