Further to the point made by Dr Mathias, the speech contains the word “guarantee”, so there is a commitment from the Government that they want to do this. However, with 3.5 million EU citizens living in our country, what will be the cut-off date—23 June, the date we trigger article 50 or the date that we leave? Certainty is extremely important, and work needs to be done on the basis of when people arrived because a number of EU citizens will have arrived without passports, but with identity cards.
