No Bill will be able to pass this House without the consent of all Members of Parliament who take part in the Division. The proposal is to insert a consent stage into matters that apply only to England. It is the same principle that applied to the arguments that were made to set up the Scottish Parliament in the first place. The argument was made in the 1980s and 1990s that it was wrong for this House to legislate on matters solely affecting Scotland when Scottish Members of Parliament opposed it. That was one of the rationales for setting up the Holyrood Parliament. If it was right for that, then it is right for this House as well.
