Are Ministers aware that, every time residents complain to me about cyclists recklessly and dangerously riding their bikes on pavements, the police refer me to section 72 of the Highways Act 1835? Do they agree that that legislation is somewhat outdated, because in terms of its effectiveness it is absolutely useless?
