Indeed it is, and in fairness to the right hon. Gentleman, we might consider the words of the Secretary of State in launching this project when he was last a member of the Cabinet. It is fair to say that the noble Lord Adonis did say that

“over the next 20 to 30 years the UK will require a step-change in transport capacity” and connectivity, both to promote and to respond to long-term economic growth. That was a statement made by the last Labour Secretary of State, so to say the scheme has always only ever been about speed is to misrepresent what the last Government intended and also what this Government intended.
