I shall come to that point. It requires clarity in the Bill, as far as possible, on the circumstances in which a referendum would or would not be held. That is the safeguard against what my right hon. Friend Mr Redwood is complaining about in relation to rights that have been given away in the past. It would have been good to have a referendum on those. The Bill is about the future-let us be clear about that-and we have to make it as clear as possible.
